Do you need a permit for a tub-to-shower conversion?
Usually not, and this is one of the reasons a conversion is such good value.
If the shower goes where the tub was and nothing moves, the work is finish work — waterproofing, tile, glass, fixtures in the same position. Under Honolulu's rules that is permit-exempt with no valuation limit.
It changes if the drain has to move. A tub drain and a shower drain do not always sit in the same place, and relocating one means new waste and vent work, which requires a permit and brings current code with it.

What actually goes wrong with these conversions
The failures in this trade are almost never the tile. They are what is underneath it.
A tub protects the wall behind it. A shower does not — it puts water against a much larger area, every day. If the waterproofing membrane and backer board are not right, the tile looks fine for two years and then the problem arrives from behind.
That matters more in Hawaii than most places. Humidity means anything that gets damp stays damp. In older single-wall homes there is often no wall cavity to dry out into at all.
So the part of this job worth paying attention to is the part you will never see once it is finished.
